Agreement on upfront coverage for emergency patients transferred from France to the Geneva University Hospitals (« Hôpitaux Universitaires de Genève » / HUG) (Effective date: 01/02/2010).
This agreement, which was signed in 2010, applies to upfront coverage of emergency hospitalizations at the Geneva University Hospitals (« Hôpitaux Universitaires de Genève »/Hug), including transportation expenses, for members of the general scheme, the agricultural scheme, and the self-employed workers' scheme residing in the French departments of Ain (01) or Haute-Savoie (74), as well as EU nationals or nationals of States that have signed a bilateral agreement with France, when they are visiting these departments. Patients are transferred when they are in critical condition and cannot receive care in France.
Outpatient care and scheduled care requiring prior approval, rehospitalizations, postoperative care, stays in sub-acute care units, stays in rehabilitation units, palliative care, stays in a psychiatric unit, and repatriation of the body in the event of death, are excluded from this agreement.
The response is always launched by the Frech emergency service SAMU's call assignment center for the Ain and Haute-Savoie departments, or by the doctors in charge of the hospitals' emergency departments as decided by the 15 emergency response service (list in appendix 2). Upon discharge, the patient can only be transferred to a French health care facility unless there is explicit agreement from his/her health fund's medical examiner.
Three coordinating funds have been designated. They approve coverage of care at the HUG facilities for a maximum period of 20 days. Any extension beyond 20 days requires the approval of the patient's health insurance fund's Medical examiner. The coordinating funds receive the bills issued by the HUG facilities, check them against the applicable Swiss rates, and either pay them or forward them to the competent funds for payment.
The HUG facilities draw up an annual activity report (statistics and financial data) and submit it to the joint committee composed of representatives from the various parties for review. This committee is also tasked with handling any difficulties related to the application of the agreement, any appeals filed by the signing parties, and any requests to amend the agreement.
Cross-border agreement on care provided to radiotherapy patients at Clinique des Grangettes in Chêne-Bougeries (Canton of Geneva) (entry into force on 19/11/2021)
Material scope
The agreement provides for the cover through third-party payment of radiotherapy sessions at Clinique des Grangettes in Chêne-Bougeries (Canton of Geneva) prescribed to breast cancer patients by radiation oncologists at the Haute-Savoie Nord de Contamine sur Arve radiotherapy centre.
In the event of emergency or unplanned care during a radiotherapy session, the insured under the French scheme will be covered by his/her European health insurance card.
Personal and geographical scope
The agreement is applicable to beneficiaries of the French health insurance scheme who reside in the départements of Ain and Haute-Savoie, whose right to the cover of health expenses has been activated by their fund.

The decision to transfer a patient to Clinique des Grangettes is regulated by the radiation oncologists at the Haute-Savoie Nord de Contamine sur Arve radiotherapy centre.
These doctors issue the relevant patients with:
Clinique des Grangettes is not involved in the organisation, cover and payment of patient transport.
Pursuant to applicable Swiss law, Clinique des Grangettes must keep an individual medical record for each person admitted containing the patient's identity, place of residence, medical reason for admission, diagnosis and treatment.
Liaison fund
The Haute-Savoie CPAM acts as a liaison fund for all French social security bodies. After a range of medical care is provided, the clinic sends the CPAM the request for care issued by the Haute-Savoie Nord radiotherapy centre and the total corresponding bill in Euros. The CPAM Haute-Savoie forwards any bills to each of the relevant funds. Expenses are paid directly by each of the funds (third-party payment) within 45 days.
Financial provisions
Applicable rates based on the number of sessions are indicated in Article 3-4 of the agreement and include all medical and technical expenses, including the cost of the medical consultation and the costs of immobilisation devices.
In the event of treatment for cancer other than breast cancer, and without any amendment to the agreement, the Swiss rates per item of care (Tarmed) are applied and billed after approval by the French health insurance's medical advisor.
Report on the agreement
Pursuant to the agreement, on 30 June 2022, a report will be drafted by Clinique des Grangettes and include the following information:
Entry into force
The agreement entered into force on the date of its signature on 19/11/2021 and will remain in force until 30/06/2022. It may be renewed by mutual agreement where necessary. All treatment commenced prior to the end of the agreement will be completed by Clinique des Grangettes.
Any debts arising prior to the revision or termination of the agreement will continue to produce effects until full payment.
